The incident takes place in the glamorous world of Kabuki. Conan and Kogoro happen to meet Ichikawa Ebizo, a kabuki actor who loves mysteries. Later, an incident occurs in which two masks of the cultural property class used by Ebizo on stage are stolen. At the same time, the bodies of those involved are discovered, and Conan and Ebizo decide to cooperate in the search for the culprits. This is a great duo between the stars of the animation and kabuki worlds. Ebizo uses his insight as an actor to come up with a brilliant theory that beats Conan's, and when Conan gets into trouble, Ebizo goes to his rescue without regard for the danger. The script was written by Hiroshi Kashiwabara, who has been involved in the TV series since its first episode and also wrote the scripts for the 10th and 11th theater versions.

Chief producer Michihiko Suwa (Yomiuri TV) said, ""Detective Conan" will celebrate its 20th anniversary in January 2016. This is thanks to the viewers who have loved and supported Conan. Conan has come this far through a series of challenges. This time, I thought it would be appropriate for the 20th anniversary festival to take on a challenge that I had never thought of: the world of Kabuki, an ancient traditional Japanese performing art. I hope you will enjoy this festival for a year as it marks the 20th anniversary year of Conan. Detective Conan" will take a big step forward into a new decade.
