Having lost access to city control, the human race has been reduced to an existence to be exterminated and eliminated by the "safeguard" defense system.
The villagers, "electric fishermen," barely surviving in a corner of the city, are on the verge of extinction due to the threat of Safeguard and chronic food shortages.
A young girl, Zuru, sets out on a journey in search of food to save her village, but is quickly detected by the "watchtower" and attacked by a group of safeguards.
With her friends killed and her way of retreat cut off, she meets Kirii, an explorer in search of the "Net terminal gene," which is said to be the "key to normalizing this world.
