This is the first animated film directed by Eiichiro Hazumi, who is highly acclaimed for his major Japanese live-action films such as the "Umizaru" series, "MOZU" series, and the movie "The Sun Stays Still". Producer Hiroyuki Kobayashi of Capcom, who has created numerous "Resident Evil" series, will produce and supervise the original story. TMS Entertainment, which has produced a variety of animation works, and Quebico, led by Yoshi Miyamoto, the producer of "Resident Evil: Vendetta," are in charge of full 3DCG animation production. Six years ago (2000), a U.S. "Special Forces" helicopter crashed during a military intervention in Penhamstan during the civil war.
The U.S. military's "Mad Dogs" team, which was in the area of the operation, went to rescue the survivors in defiance of a standby order from the command center, but the "Special Forces" had already been destroyed. The "Mad Dogs," led by Captain Jason, also narrowly escaped with their lives.

In the present day (2006), an unauthorized access to top-secret White House files occurs. Four agents, including Leon S. Kennedy and Jason, a hero of Penhamstan, are called in to investigate, and encounter unidentified zombies in the White House when the power suddenly goes out.
Later, they discover that the top-secret file is related to a bioscience research institute in Shanghai, and three agents, including Leon, go to investigate in search of clues. On their way to Shanghai in a state-of-the-art submarine, they are attacked by a group of rat-shaped B.O.W.'s that suddenly appear and attack them, leaving them in a tight spot.
Meanwhile, Claire Redfield, a TerraSave employee, is in Penamustan to assist refugees when she encounters a strange drawing by an aphasic boy. The drawing, which seems to depict a person infected with the virus, prompts Claire to conduct her own investigation.
She discovers a horrifying experiment that was conducted during the civil war in Penhamstan.
Leon and Claire are drawn closer to an unexpected truth, and to the truth of an incident that originated in Penhamstan.

Character Profiles


Leon S. Kennedy.

A former police officer with the Raccoon City Police Department, he was caught up in the Resident Evil outbreak in the city and bravely did his best to rescue the survivors. He was later recruited by the government as an intelligence officer, and works as an agent under the direct supervision of the President of the United States on top-secret missions on a daily basis. He is an excellent survivor, and possesses both high physical ability and good judgment. She successfully rescued President Graham's daughter, Ashley, who had been kidnapped, earning her the President's complete trust.

Claire Redfield

Claire Redfield is an employee of TerraSave, an NGO that provides relief to victims of bioterrorism and drug abuse.
