＜Story
Pacific Buoy" is an offshore facility built in the waters around Hachijojima Island, Tokyo, to connect security cameras owned by police forces around the world.
In preparation for full-scale operation, engineers from around the world have gathered at the facility to connect it to the network under the jurisdiction of Europol, a European police organization. There, a test of a certain "new technology" based on a facial recognition system was also underway.
Meanwhile, Conan and the Detective Boys are on a whale-watching trip to Hachijojima at Sonoko's invitation.
Conan then receives a call from Subaru Okiya (Shuichi Akai) informing him that a Europol official has been murdered in Germany by Jin.
Conan, who is concerned about the situation, sneaks onto the security boat in which Hyoue Kuroda and other Metropolitan Police Department officials are on their way to guard the "Pacific Buoy" and infiltrates the facility.
