The battle in the future is over, and the peaceful days are short-lived when the students of Mugen Academy are attacked by monsters one after another. A new enemy, the "Death Busters," had entered the earth and begun its activities to revive Master Pharaoh 90 and invade the earth.

In order to discover the true identity of the enemy, Usagi and her friends infiltrate the enemy's headquarters, Mugen Academy. There, they meet Haruka Tenno/Sailor Uranus and Michiru Kaiou/Sailor Neptune, who warn them to back off.

In the battle against the Death Busters, who gradually strengthened their power, Sailor Pluto and Setsuina, who were reincarnated in the present day, were awakened, and the three warriors of the outer solar system gathered. At first, the three warriors are hostile toward Usagi, but her straightforwardness moves them, and it becomes clear that their true purpose is to seal Sailor Saturn = Hotaru Tsuchimoe.

Chibi-Usa, who has been befriending Hotaru Domoe without knowing anything about it, is worried about her best friend Hotaru and rushes to her side. However, Hotaru has already fallen into the hands of the enemy and awakens as Mistress 9 in the service of Pharaoh 90.

Chibiusa is robbed of her illusory silver crystal and her soul is drained from her, leaving her in a near-death state. The Sailor Soldiers challenge the Death Busters in a fierce battle to recover Chibiusa's soul and stop the invasion of Earth.

The five Sailor Senshi, as well as the outer solar system warriors, gather in the Death Busters version. Sailor Moon, who awakens to her new powers, is also the focus of attention.
