A handwritten message from the original author, Eiichiro Oda, who saw the rough footage of the movie, has been released.

<STORY

The world's largest festival of pirates, by pirates, for pirates. Luffy and the rest of the Straw Hat crew receive an invitation from Buena Festa, the organizer of the Expo, called "Matsuriya. When they arrive at the venue, they find that the pavilions are filled with pirates, including those of the worst generation, and the place is filled with excitement.
The centerpiece of the Expo is a "treasure hunt left by the Pirate King (Roger). Pirates who wanted to make a name for themselves by acquiring the treasure started a battle for the treasure! However, behind the pirates' feverish excitement at the Expo, Festa, a.k.a. "the worst war-monger," has been waging a deadly campaign, and even the Navy has begun to move in to round up the pirates....
As the battle for the treasure that will determine the supremacy of the age reaches a fever pitch, Douglas Barrett, a man formerly known as "the heir to the ogre" of the Roger Pirates, suddenly enters the fray. He stands in front of Luffy and his crew as a terrifying threat!
The pirates are in a frenzy, and the Navy, the Royal Shichibukai, and the Revolutionary Guard are all involved. An unprecedented battle ensues, involving friend and foe alike. The battle for treasure and the Pirate Expo descend into unpredictable chaos!
