The Japanese government is faced with a situation where conventional weapons are completely useless and the Japanese people are at their limits.
Conventional weapons are completely useless, and the Japanese government, facing its limits, gathers together specialists in countermeasures against these creatures and establishes the "Kaitokutai" (禍威獣特特対), commonly known as the "Kaito Special Countermeasures Office".
