Pacific Buoy" is an offshore facility built in the waters around Hachijojima Island, Tokyo, to connect security cameras owned by police forces around the world.
In preparation for full-scale operation, engineers from around the world have gathered to connect to the network under the jurisdiction of Europol, a European police organization. There, a test of a certain "new technology" based on a facial recognition system was also underway.
Meanwhile, Conan and the Detective Boys are on a whale-watching trip to Hachijojima at Sonoko's invitation.
